Turkey's healthcare system explained

Turkey has a parallel public/private healthcare system. The state system (SGK — Sosyal Guvenlik Kurumu) covers Turkish citizens and registered contributors. The private sector has grown dramatically — Istanbul, Ankara, and Antalya now host JCI-accredited hospitals that draw medical tourists from across Europe and the Gulf.

For new expats, private health insurance is almost always the starting point: it is required for most residence permit applications and provides immediate access to high-quality English-speaking care. State coverage (SGK) becomes an option once you have held a residence permit for at least 1 year and choose to pay voluntary contributions.

Important caveat

International policies are often NOT accepted for Turkish ikamet applications. Verify with the immigration office or your lawyer before purchasing one as your sole policy.

How to Get Insurance for Your Residence Permit

Follow these steps to ensure your policy satisfies the ikamet requirements. Getting this wrong is one of the most common causes of permit delays.

1

Determine your permit start date

Your insurance policy must start on or before your ikamet application appointment date. Policies that start after your application date will be rejected on the spot.

2

Get quotes from multiple providers

Compare online at sigortanet.com or sigorta.com.tr, or go directly to insurer websites (Allianz, Axa Sigorta, Mapfre, Ray Sigorta). Prices vary significantly for the same coverage level.

3

Verify the policy meets key requirements

The policy must: (1) cover Turkey, (2) cover the full duration of the permit period requested — not just 12 months if you are applying for 24 months, (3) include inpatient hospitalization, and (4) be issued by a Turkish-licensed insurer.

4

Purchase the policy

You will receive a policy document in Turkish (and usually English). Read both versions. Confirm the policy dates, your name spelling, and passport number match your application exactly.

5

Print originals and bring to your ikamet appointment

The immigration officer will check dates and coverage scope. Bring the full policy document, not just the coverage summary. Digital copies may not be accepted at all offices.

Watch out:Cheap policies that only cover "emergency" care are NOT accepted for ikamet applications. The policy must include full inpatient hospital cover. Read the fine print before paying — refunds are rarely available once the policy is issued.

Frequently Asked Questions

Your residence permit requires insurance — get this right.

The most common reason for ikamet delays is an insurance policy that does not fully meet requirements. The policy must cover Turkey, cover the full permit period, and include inpatient hospital care. Do not buy the cheapest policy — buy the right one.
