Quick Answer
Turkish law requires all drivers to hold Zorunlu Trafik Sigortası (ZTS) — compulsory third-party insurance. It costs ₺3,000–8,000/year and covers only third-party damage. For own-vehicle coverage, kasko (comprehensive) is optional but strongly recommended. Foreign no-claims bonuses are sometimes accepted by international insurers; start-from-zero for local insurers.
Types of Car Insurance in Turkey
Zorunlu Trafik Sigortası (ZTS)
Compulsory Third-Party LiabilityYes — mandatory by lawCovers
Third-party bodily injury and property damage only. Does NOT cover your own vehicle.
Typical cost
₺3,000–8,000/year
Must be purchased before driving. Standardised across all insurers — only price differs. Required for vehicle registration and muayene (roadworthiness test).
Kasko (Kapsamlı Kasko)
Comprehensive InsuranceNo — optionalCovers
Your own vehicle for theft, fire, natural disasters, collision damage. May include third-party liability on top of ZTS.
Typical cost
₺15,000–60,000/year depending on vehicle value
Strongly recommended for any car worth over ₺300,000. Rates vary significantly between insurers — always compare at sigortam.net.
Dar Kasko
Limited Comprehensive (Fire + Theft)No — optionalCovers
Fire, theft, and natural disasters only. Does NOT cover collision damage.
Typical cost
₺5,000–15,000/year
Good middle option for older cars where full kasko premium would be disproportionate to vehicle value.
İhtiyari Mali Mesuliyet (İMM)
Additional Third-Party LiabilityNo — optionalCovers
Extends the liability limits of compulsory insurance. Important for high-value accident claims.
Typical cost
₺1,000–3,000/year
Recommended for drivers who regularly drive on motorways or in high-traffic urban areas.
What Affects Your Insurance Premium
| Factor | Impact | Expat Tip |
|---|---|---|
| Vehicle age and value | Higher value → higher kasko premium; older vehicles → lower kasko cost | Vehicles over 10 years old often not eligible for full kasko |
| Driver age and experience | Drivers under 25 pay significantly higher premiums | First-time Turkish policy holders may be treated as inexperienced regardless of foreign driving history |
| City of registration | Istanbul (34 plates) premiums are 30–50% higher than Antalya or Izmir | If you live in multiple cities, registration address matters |
| No-claims history (hasar indirimi) | Each claim-free year reduces premium by 5–10% | International no-claims bonuses are NOT automatically accepted — you may need to start from zero |
| Engine size (cc) | Larger engines → higher premium tier | Compulsory ZTS is tiered by engine displacement |
| Security features | Alarm systems and tracking devices reduce kasko premium | Ask insurer about discount for fitting a GPS tracker |

How to Make an Insurance Claim in Turkey
Safety and police report
If anyone is injured, call 112 immediately. For accidents involving property damage only, you can use the Anlaşmalı Kaza Tutanağı (agreed accident report form) without police if both drivers agree on fault. For injuries, disputed fault, or hit-and-run, call the police (155) for an official kaza tutanağı.
Photograph the scene
Take photos of all vehicles, damage, road conditions, licence plates, and any injuries before moving vehicles. This evidence is critical for kasko claims.
Exchange details
Exchange: name, Turkish ID or passport, insurance policy number, vehicle registration plate, and contact details. Get the other driver's insurance company name.
Notify your insurer within 48 hours
All Turkish insurance policies require notification within 48 hours (sigorta ihbarı). Call the emergency line on your policy card. Late reporting can void your claim.
Expert assessment (eksper)
Your insurer will send or approve an independent vehicle expert (eksper) to assess damage. Do NOT repair the vehicle before the eksper inspection unless explicitly told to do so.
Repair at approved service centre
Kasko policies specify approved repair centres (anlaşmalı servisler). Using a non-approved repair shop may require you to pay upfront and seek reimbursement.
Special Considerations for Foreign Drivers
Frequently Asked Questions
Is car insurance compulsory in Turkey?
Yes. Zorunlu Trafik Sigortası (ZTS) — compulsory third-party liability insurance — is mandatory for all vehicles driven on Turkish roads. Driving without it results in a fine and your vehicle can be impounded. You must show valid insurance at the TÜVTÜRK roadworthiness inspection and at the point of vehicle registration transfer.
What does compulsory Turkish car insurance cover?
Compulsory ZTS covers third-party bodily injury (medical expenses, compensation for death or disability) and third-party property damage. It does NOT cover damage to your own vehicle, theft, fire, or your own injuries. For own-vehicle coverage, you need kasko (comprehensive insurance).
How much does car insurance cost in Turkey for a foreigner?
Compulsory ZTS typically costs ₺3,000–8,000 per year depending on engine size and registration city. Full kasko for a mid-range car (Toyota Corolla, Honda Civic) typically costs ₺20,000–45,000/year. Istanbul registrations are 30–50% more expensive than Antalya or Izmir. As of 2024, that's approximately €75–200/year for ZTS and €500–1,100/year for kasko.
Can I use my foreign no-claims bonus in Turkey?
Theoretically yes, but in practice it varies significantly by insurer. Some insurers (especially Allianz, Axa) will consider a letter from your home insurer confirming your no-claims history, translated into Turkish. Others will start you on zero discount. It's worth trying but do not rely on this — budget for a full premium in year one.
What is kasko and do I need it?
Kasko is Turkey's term for comprehensive insurance — it covers your own vehicle for collision damage, theft, fire, and natural disasters. It is optional but strongly recommended for any vehicle worth over ₺300,000 (approximately €7,500). For newer or higher-value cars, kasko is essential — Turkish roads and parking conditions make minor damage common.
What happens if I am in an accident in Turkey as a foreigner?
The claims process is the same as for Turkish residents. If no injury: use the anlaşmalı kaza tutanağı (agreed accident form) exchanged between drivers. If there is injury, disputed fault, or significant damage: call police on 155. Notify your insurer within 48 hours. Do not repair the vehicle before an insurance eksper inspection.
Can I get English-language car insurance support in Turkey?
Allianz Sigorta, Axa Sigorta, and Mapfre Sigorta all offer some English-language customer service. Most smaller Turkish insurers operate in Turkish only. For expats, using a bilingual insurance broker or the sigortam.net comparison platform (and then purchasing from an internationally-branded insurer) is the easiest approach.
Do I need insurance if I am driving my foreign-registered car in Turkey?
Yes, but it must be Green Card (Carte Verte / Uluslararası Trafik Sigortası) coverage, not a standard Turkish domestic policy. The Green Card is an internationally recognised insurance certificate required for driving your home-country-registered vehicle in Turkey. Contact your home insurer to extend your policy to include Turkey, or purchase a standalone Green Card policy.
