The Department of Social Protection's own service page states that if you live outside Ireland, "the department can pay your pension into an Irish account or into an account in the country you choose to live in," and Citizens Information separately lists the State Pension (Contributory) among payments that can be paid abroad. Neither source restricts this to bilateral-agreement countries. In this system, bilateral agreements exist mainly to let you combine foreign social insurance contributions with your Irish record so you qualify for a pension in the first place — not to gate whether an already-awarded pension can be exported.

The State Pension (Non-Contributory) works differently: it's means-tested and tied to Irish residence, and is generally not paid if you move abroad permanently.
