Retire in Turkey from Finland (2026)

Finland has no bilateral social security agreement with Turkey (Finland's agreements of this kind cover the Nordic countries and EU/EEA area under EU coordination rules, plus Switzerland, the UK, the US, Canada, Chile, Israel, Australia, India, China, South Korea, and Japan — Turkey is not on that list). That absence does not affect työeläke, though: it is an earnings-based, individually accrued statutory benefit administered by your authorised pension provider (e.g. Varma, Ilmarinen, Elo, or Keva for public-sector careers) and coordinated by Eläketurvakeskus (ETK), and Kela's own guidance confirms your pension provider continues paying it "regardless of which country you move to." In practice this means työeläke keeps being paid to a Turkish bank or Finnish account after you relocate — notify your pension provider before you move and expect periodic proof-of-life confirmation.

This is the critical exception, and it runs the other way from työeläke. Kansaneläke and takuueläke are residence-based minimum-income benefits administered by Kela, and Kela's own guidance states plainly that payment is suspended from the start of the month following a permanent move to a country outside Finland with which Finland has no relevant social security agreement. Since 1 February 2025, Finland tightened this further so that kansaneläke is no longer paid even to other EU/EEA countries, Switzerland, or the UK by default — leaving only five countries (Australia, Chile, Israel, Canada, and the US) where a specific bilateral agreement still protects it. Turkey has never been one of those five, so if kansaneläke or takuueläke forms part of your pension income, budget on the assumption that it stops once you're a permanent Turkey resident, and confirm your specific entitlement with Kela's International Affairs Centre before you move. (Perhe-eläke, the survivor's pension, is treated differently and continues to be paid abroad.)

Voluntary private pension insurance and PS-account savings are contractual products rather than statutory social-insurance benefits, so payout to a policyholder living abroad is normally governed by the policy terms rather than by Finland's social security agreement network. Confirm the exact payment process, currency options, and any Finnish withholding your insurer applies before you rely on this income stream in Turkey.
