Address registration is a prerequisite for your residence permit application and many other essential services. Here's exactly how to do it, step by step.
Step-by-step process
Your rental contract must be a notarised (noter onaylı) contract or one registered at the municipal tax office. Informal handshake agreements will not be accepted for address registration purposes.
Tip: Ask your landlord specifically for a "noter onaylı kira sözleşmesi" — this is the notarised version. Some landlords charge a small fee for this.
A vergi numarası is required before you can complete address registration. If you do not have one yet, visit your local Vergi Dairesi with your passport — it takes 15–30 minutes and is free.
Tip: Get your tax number before signing your rental contract so you can have it ready for all administrative processes.
The Nüfus ve Vatandaşlık İşleri Müdürlüğü (Civil Registry office) handles address registration. Every district has one. In Istanbul, Antalya, and Izmir there are multiple offices — use Google Maps or the e-devlet portal to find your nearest one.
Tip: Go in the morning to avoid queues. Bring all original documents plus photocopies.
Present your passport, tax number, notarised rental contract, and completed registration form. Staff will process the registration on the spot or within 1–3 working days.
Tip: If you don't speak Turkish, writing 'Adres kaydı yaptırmak istiyorum, yabancıyım' is enough to communicate your request at the counter.
You will receive an official address registration document (adres tescil belgesi). Keep this document — it is required for your residence permit application, utility connections, and other administrative processes.
Tip: Request multiple certified copies (suret) of your registration document at the same time, as different agencies may require originals.
Documents required
The notarised rental contract is the critical document. Without it, most offices will not complete the registration. Bring originals and photocopies of everything.
Why it matters
A registered Turkish address is mandatory for the ikamet application — the migration authority must know where you live.
Electricity, gas, and water accounts in your name require an official registered address for the municipality.
Registering a vehicle or transferring ownership in Turkey requires a registered address in the same province.
Banks may request your official address registration document as part of their KYC (Know Your Customer) compliance.
Registering a foreign device or obtaining a Turkish SIM on your foreign number requires proof of address.
Enrolling children in Turkish state schools requires proof of registered address in the school catchment area.
