What is e-Devlet?

e-Devlet (short for elektronik devlet — electronic government) is Turkey's centralised online government portal at turkiye.gov.tr. Launched in 2008 and expanded dramatically since 2015, it now provides access to over 5,000 services from hundreds of government institutions — all in one place, without queuing at government offices.

For foreign residents in Turkey, e-Devlet is no longer optional. As Turkish bureaucracy moves online, many services that used to require in-person visits — checking your ikamet status, verifying your address registration, downloading tax documents — can now be done in minutes from your phone.

What You Need to Register

Turkish Tax Number (Vergi Numarası)

Your identifier in all government systems. Get this at any Vergi Dairesi with your passport.

Turkish Residence Permit (İkamet)

Required to unlock most services. Limited access without it.

Turkish mobile number in your name

Must be registered to your identity. Foreign SIMs with IMEI registration also work.

PTT password OR bank mobile signature

Most foreigners use the PTT password method. Get it at any PTT branch.

How to Get Your e-Devlet Password at PTT

Go to any PTT branch

PTT (Turkish Post) branches are in every city and district. No appointment needed. Bring your passport and Turkish tax number certificate.

Request an e-Devlet password

Tell the clerk: "e-Devlet şifresi almak istiyorum" (I want an e-Devlet password). Show your passport and tax number.

Identity verification

The clerk searches for your records in the MERNİS national database using your tax number. Your ikamet and tax records must be linked for this to work.

Receive your password

You receive a sealed envelope with your password, either immediately or via SMS to your registered Turkish number. The password is alphanumeric.

Log in at turkiye.gov.tr

Go to turkiye.gov.tr, click "Giriş Yap" (Login), select "e-Devlet Şifresi" as login method, enter your tax number and the password from PTT.

Change your password

On first login you will be prompted to set a new password. Choose something memorable — you can reset it at PTT if forgotten.

PTT Password is Free — But In-Person Only

You cannot get an e-Devlet PTT password online or by post. You must attend in person with your original documents. If your records are not found, visit your local Vergi Dairesi to confirm your tax number is correctly registered in the system before trying PTT again.

Common Issues and How to Fix Them

Problem: "Your identity could not be found" at PTT

Problem: Cannot receive SMS to foreign number
