Yes. Once you have submitted your ikamet application via e-ikamet and received your appointment confirmation, you can legally remain in Turkey during processing — even if your tourist visa expires before your appointment or card arrives. Carry your appointment document at all times.

One of the most common anxieties for people applying for their first Turkish residence permit is what happens to their legal status during the gap — between when their tourist visa expires and when they receive their ikamet card.
Turkey's immigration law explicitly protects applicants during this transition. Article 21 of the Law on Foreigners and International Protection (Law No. 6458, YUKK) states that foreign nationals who apply for a residence permit while legally present in Turkey may continue to stay during the processing period.
In practical terms: the moment you have a submitted application and an appointment reference number from the e-ikamet system, you are in a legally protected pending-application status. You are not an overstay, and you are not required to leave Turkey.
Under Turkish Law No. 6458, a foreign national who submits a residence permit application before their lawful stay expires may continue to reside in Turkey until their application is concluded — including through appointment, evaluation, and card delivery. This right is not discretionary — it is codified in Turkish law.
Phase 1: Before application submission
Tourist / VisitorYou are in Turkey on your tourist visa (e-Visa, visa-free, or sticker visa). Your stay is governed by the 90/180 day rule. You have no application pending.
What to do: Apply for ikamet at least 60 days before your visa expires.
Phase 2: Application submitted, appointment booked
Pending applicant — protectedYou have submitted your application via the e-ikamet portal and received an appointment booking confirmation. You are legally protected to stay during this waiting period, even if your tourist visa expires.
What to do: Print and carry your appointment confirmation document (randevu belgesi).
Phase 3: Appointment attended, awaiting card
Pending applicant — protectedYou attended your appointment at the immigration directorate. You received an appointment receipt (başvuru belgesi). Your card is now being processed and mailed.
What to do: Carry the appointment receipt. Check e-ikamet portal periodically for status updates.
Phase 4: Card arrived
Legal residentYour ikamet card has been delivered to your registered address by PTT registered post. You sign for it and are now a legal resident for the card's stated duration.
What to do: Sign for the card immediately. Check that all details are correct. Keep it on your person.
Phase 5: Application rejected
Grace period — must actYour application was rejected. You will be notified formally. You have a window to appeal or to leave Turkey voluntarily. During this period you are not automatically an illegal overstay but you must act promptly.
What to do: Contact an immigration lawyer immediately. Consider appeal or voluntary departure within the notified timeframe.

Scenario 1: Application submitted before visa expiry
Maria arrived on an e-Visa allowing 90 days. She applies for a short-term ikamet on day 60, receives an appointment for day 85. Her visa expires on day 90 but her appointment is on day 95. She attends the appointment — she is fully protected during the 5-day gap. Her status is "pending application." She receives her card 7 weeks later.
Scenario 2: Appointment missed, visa expired
James applied in time but missed his appointment due to illness. His visa has now expired. He logs into e-ikamet and reschedules for 2 weeks later. During the 2-week gap between missed appointment and new appointment, he is in an unprotected overstay. He attends the new appointment with a letter from his doctor explaining the miss. The officer accepts this and processes his application.
Scenario 3: Application rejected
Anna's application is rejected due to insufficient health insurance coverage. She receives a rejection notice giving her 15 days to either appeal or leave. She immediately obtains the correct health insurance and submits an appeal with the new document. Her appeal is successful and she is granted the permit.
Can I stay in Turkey after my tourist visa expires if my ikamet is processing?
Yes. Once you have submitted your residence permit application through the e-ikamet portal and received an appointment reference number, you can legally stay in Turkey during processing — even if your tourist visa expires before your appointment date or before you receive your card.
What document proves I am legally staying while my application is pending?
Your appointment confirmation document (randevu belgesi / başvuru belgesi), printed from the e-ikamet portal. This shows your application reference number, appointment date, and permit type applied for. Carry it with you at all times during the processing period.
Is the randevu belgesi (appointment document) a visa substitute?
It is not a visa, but it is your legal proof of pending-application status under Turkish immigration law. It demonstrates to authorities that you are in Turkey lawfully while your application is under review. You are not considered to be overstaying.
What if police or gendarmerie ask for my documents during the processing period?
Present your passport plus your e-ikamet appointment confirmation. These two documents together establish your lawful presence. You should also ideally have your health insurance certificate and rental contract available. Officers are familiar with the processing period — it is routine.
How long can the processing period last?
Processing time from appointment to card receipt is typically 4–8 weeks. In high-volume cities like Istanbul it can stretch to 10–12 weeks in peak periods. There is no fixed legal maximum, but the system is not designed to keep people in limbo indefinitely.
What happens if my ikamet application is rejected while I am staying on pending status?

Can I leave Turkey and re-enter during the processing period?
Technically you can, but it creates complications. Leaving Turkey may affect your application status. More importantly, re-entry may be questioned by border officers. Once you have submitted your application and are awaiting your appointment, it is generally best to remain in Turkey until the process is complete.
Should I apply for ikamet before or after my tourist visa expires?
Before — ideally 60 days before expiry. Applying before expiry gives you a comfortable buffer. If you apply after your visa has already expired, you are technically in an overstay situation until you obtain the appointment document. Always apply proactively.
What happens between the appointment and receiving the physical card?
After your appointment, you receive an acknowledgment document. Your ikamet card is then produced and mailed to your registered address. During the 4–8 week wait between appointment and card arrival, your appointment receipt remains your legal documentation. You are continuously covered.
I missed my appointment. What should I do?
Log back into e-ikamet immediately and reschedule. Missing an appointment does not invalidate your application, but you must rebook promptly. If your tourist visa expires between the missed appointment and the new appointment, you are in an unprotected status — this is an overstay and you risk fines on exit.
