Health insurance for residence permits, private hospital coverage, international plans, and SGK — what you need, what it costs, and how to choose. Updated 2026.
Without valid, DGMM-approved health insurance, your residence permit application will be rejected. This is not optional. You must have health insurance in place before your directorate appointment.
The minimum requirement is health insurance valid in Turkey for the full permit period with inpatient hospitalization coverage. Cheap travel insurance is typically not accepted. See our full guide to ikamet insurance requirements.
Types of insurance
Understanding the different types of cover available helps you choose what you actually need — not just the minimum.
Mandatory for residence permit applications. Must cover the full permit period. Accepted providers must be approved for ikamet purposes. Minimum coverage requirements set by the DGMM.
Check provider is accepted by your local DGMM directorate before purchasing.
Full private health coverage for hospital visits, specialist consultations, surgery, maternity, dentistry, and emergency care. Covers both public and private hospitals in Turkey.
Some policies exclude pre-existing conditions. Declare health history accurately.
Premium coverage usable in Turkey and your home country. Preferred by frequent travelers, retirees splitting time between countries, and high-net-worth expats.
Usually includes repatriation, evacuation, and global hospital network access.
State social health insurance. Available to expats who register through an employer, pay voluntary contributions, or qualify through specific residency categories. Covers public hospitals.
Long waiting times in public hospitals. Many expats use SGK + top-up private insurance.
Not suitable for residence permit purposes and not designed for long-term living. Only appropriate if you are visiting Turkey for fewer than 90 days and not applying for a permit.
Do not use travel insurance as your ikamet health insurance — it will likely be rejected.
Term and whole-of-life policies available from Turkish and international providers. Often bundled with mortgage products. Expat-specific international life insurance avoids issues with Turkish-only policies.
Turkish policies typically require Turkish language fluency. International options preferable.

The DGMM adjusts minimum coverage requirements annually. Always verify current requirements before purchasing. What was sufficient last year may not be accepted this year.
