WW vs Bijstand vs WIA/WAO — Can You Take It to Turkey?

These are three separate benefits governed by different rules. Do not assume that because one is exportable, the others are too — they are not.

If you move to Turkey, your bijstand entitlement ends on the date you leave (or, in practice, once your gemeente establishes you no longer live in the Netherlands). There is no treaty or exception that changes this.

WIA / WAO / WAZ — work disability benefit

The amount is not always untouched: the WGA follow-up benefit (WGA-vervolguitkering) specifically can be reduced by a "landenfactor" — a country-cost-of-living adjustment set by UWV. The IVA benefit and the wage-related WGA benefit (loongerelateerde uitkering) are generally not subject to this factor. Confirm the current landenfactor for Turkey, and which part of your benefit it applies to, directly with UWV before you move — these percentages are reviewed periodically.

WW (Werkloosheidswet) — Why It Generally Stops

WW is built around two conditions that are hard to reconcile with living in Turkey: you must generally remain available for the Dutch labour market, and — for taking the benefit abroad at all — you must stay within the EU, EEA or Switzerland. Turkey is a non-EU/EEA country, so it falls outside the zone where WW can be exported under any circumstance.

There is a specific, limited exception in EU coordination rules: a WW recipient can travel to another EU/EEA country or Switzerland to look for work and keep their full WW payment for up to roughly 3 months, using UWV's Form PD U2. This is designed to help jobseekers search across the EU labour market — it is tied to EU/EEA/Switzerland destinations specifically and does not extend to Turkey.

In practice: if you move your residence to Turkey while on WW, expect your WW entitlement to end from the point UWV establishes you no longer live in (or are available to) the Dutch labour market. Confirm your exact position with UWV before you make any moving arrangements — do not assume the EU job-seeking exception applies.

Bijstand (Participatiewet) — Never Exportable

Bijstand, along with related schemes such as IOAW and IOAZ, is a means-tested minimum-income safety net intended specifically for people who live in the Netherlands. Unlike WW or WIA/WAO, there is no EU-coordination mechanism and no bilateral treaty provision that allows bijstand to be paid to someone living abroad — inside the EU or outside it.

If you are receiving bijstand and move to Turkey, your entitlement ends. Your gemeente must be told about the move in advance, since continuing to receive bijstand payments after you have actually relocated is treated as fraud regardless of how the discovery happens.

WIA, WAO and WAZ — Generally Exportable to Turkey

Work disability benefits are the exception to the pattern above. The Netherlands and Turkey have maintained a bilateral social security convention since it entered into force in 1968 (revised by a further agreement in 2000), and UWV lists Turkey among the "verdragslanden" (treaty countries) to which these benefits can generally continue to be paid.

The detail that trips people up: not every part of a WIA/WAO/WAZ award is treated identically abroad. UWV can apply a "landenfactor" — a reduction tied to the relative cost of living in your country of residence — specifically to the WGA follow-up benefit (WGA-vervolguitkering). The IVA benefit and the wage-related WGA benefit are generally not subject to this same reduction. Because landenfactor percentages are reviewed periodically and we could not verify a precise, current figure for Turkey at the time of writing, treat any specific percentage you see elsewhere with caution and ask UWV directly for the figure that applies to your award today.

Reporting Your Move — What You Must Do Before Leaving

Whichever benefit you receive, the process is the same in spirit: tell the relevant agency before you go, not after.

Contact the right institution before you leave

UWV handles WW, WIA, WAO and WAZ. Your gemeente (municipality) handles bijstand. Tell them you are planning to move to Turkey — ideally several weeks to months in advance — and ask specifically whether your benefit continues, changes, or stops.

Deregister from your municipality (BRP) on departure

When you emigrate, you must deregister from the Basisregistratie Personen (BRP) at your Dutch gemeente. This deregistration is also how gemeenten and UWV establish that you no longer live in the Netherlands, which is what ends bijstand and (for most people) WW.

Report the move as a "wijziging" (change in circumstances), not after the fact

Dutch benefit agencies (UWV, SVB, gemeenten) generally require you to report a change like moving abroad within a matter of weeks of it happening — commonly within 4 weeks if you were still living in the Netherlands when it occurred, or a further window (SVB uses 6 weeks) if you are already abroad. Exact deadlines differ slightly by agency and scheme, so confirm the specific figure for your benefit with UWV or your gemeente rather than assuming.

For WIA/WAO/WAZ, confirm the payment and healthcare route in advance

If your disability benefit is expected to continue, ask UWV what documentation Turkey requires and whether a landenfactor applies. Separately, recipients of AOW, ANW, WAO or WIA can generally use CAK's treaty pathway (Form 121/S1) to access Turkish state healthcare (SGK) — this route is not available to WW or bijstand recipients.

Never simply stop reporting and hope it goes unnoticed

Continuing to receive or claim a Dutch benefit that has legally ended because you moved is uitkeringsfraude (benefit fraud) — even if you never intended it that way. UWV, SVB and gemeenten cross-check address and travel data, including through social attachés based in countries such as Turkey.

Fraud risk: continuing to claim or receive a Dutch benefit after your entitlement has ended because you moved abroad is uitkeringsfraude. Consequences generally include repaying everything wrongly received, an additional fine, and — in serious or repeated cases — a report to the Openbaar Ministerie (Public Prosecutor) for possible criminal prosecution. UWV and SVB also use social attachés in several countries, including Turkey, to help verify claimants' actual circumstances.

Zorgtoeslag and Other Toeslagen — Generally Lost on Emigration

Separately from the uitkering itself, Dutch toeslagen (allowances) are generally tied to living in the Netherlands and are typically lost when you emigrate:

  • Zorgtoeslag (healthcare allowance) is linked to holding mandatory Dutch health insurance, which you normally cancel once you deregister from the Netherlands — so zorgtoeslag typically ends at the same time.
  • Huurtoeslag (housing allowance) stops once you no longer rent Dutch housing as your residence.
  • Kindgebonden budget can sometimes continue only if you still receive Dutch kinderbijslag (child benefit) through the SVB while abroad — this is conditional and depends on your specific situation.

Can I take my WW (unemployment) uitkering with me if I move to Turkey?

Zorgtoeslag is tied to having a mandatory Dutch health insurance policy, which you normally cancel once you deregister — so it typically ends too. Kindgebonden budget can sometimes continue only if you still receive Dutch kinderbijslag (child benefit) via the SVB abroad, which itself depends on your specific situation. Check your own entitlements with the Belastingdienst/Dienst Toeslagen and SVB before you leave.

Can I get Turkish state healthcare coverage through my Dutch benefit?

It depends on which benefit you receive. Recipients of AOW, ANW, WAO or WIA can generally use the CAK treaty pathway (Form 121/S1, requested from CAK before departure) to register with Turkish SGK for state healthcare coverage, under the Netherlands-Turkey social security treaty. Does the Netherlands-Turkey social security treaty cover unemployment benefit?

Not in the way it covers pensions and disability benefits. The 1966/2000 Netherlands-Turkey social security convention primarily underpins pension (AOW) and disability (WAO/WIA) payments and healthcare access abroad.
