Turkish SIM Card for Foreigners

Everything you need to know — from buying your SIM to registering your foreign phone, avoiding the 120-day cut-off, and choosing between prepaid and postpaid.

Quick Answer

Can foreigners buy a SIM card in Turkey?

Yes — any foreigner can buy a Turkish SIM with just a passport. The SIM works immediately. For continued use beyond ~30 days you must register it at a PTT office (free, 10 minutes). If your phone was bought outside Turkey, you have 120 days to register its IMEI or your SIM will stop working in that handset. The registration costs ~₺3,000–4,500 (€90–130) and is a one-time fee.

3-Step Process to Get a Turkish SIM

1

Buy a SIM Card

Visit any Turkcell, Vodafone TR, or Türk Telekom store with your passport. Tourist-area shops are common in Istanbul, Antalya, Izmir, and Bodrum. You can also buy SIMs at Migros supermarkets and some corner shops (bakkals) — these work immediately but may need in-store activation for data.

Operator-owned stores activate faster than resellers. Bring your original passport, not a photocopy.

2

Register at a PTT Office

A SIM bought in Turkey works for around 30 days on a foreign passport. For ongoing use, you must register the SIM at a PTT (post office) branch using your passport. This ties the SIM to your identity under Turkish law (mandatory for all users). The process takes 10–15 minutes and is free.

Any PTT branch works — there are thousands across Turkey. No appointment needed.

3

Register Your Phone IMEI (for non-Turkish phones)

If you're using a handset purchased outside Turkey, you must register its IMEI within 120 days of first use in Turkey. Without registration, the SIM will stop working in that phone (though you can use it in a Turkish-bought phone). Registration costs around ₺3,000–4,500 (~€90–130) and is done at a PTT branch or an authorised notary.

Keep your phone purchase receipt to prove the handset is legitimately yours. Turkish phones bought locally are pre-registered.

The 120-Day Phone Rule Explained

Important: Foreign Phone Registration

Turkey has a mandatory IMEI registration system. Any mobile phone that was not purchased in Turkey must be registered with the Turkish Information Technologies and Communications Authority (BTK) within 120 days of first connecting to a Turkish mobile network. After 120 days, the device will be blocked from using Turkish SIM cards until it is registered.

The 120-day clock starts the moment you insert a Turkish SIM into a foreign handset.
Registration costs ~₺3,000–4,500 (approximately €90–130 at current exchange rates).
Registration is done at a PTT branch — bring your passport and phone.
An alternative to paying the fee: use a Turkish-bought phone (they're pre-registered and second-hand options are affordable).
Tablets and laptops do not require IMEI registration — only mobile phones.
Dual-SIM phones: only the IMEI needs registering once, regardless of how many SIMs you use.

Frequently Asked Questions

What happens if I do not register my phone IMEI within 120 days?

Your Turkish SIM will stop working in that specific handset. The SIM itself remains valid — you can use it in a different phone. There is no legal fine for late IMEI registration, but you will lose mobile service in your own device until you pay the registration fee.

Can I use my foreign SIM card in Turkey instead?

Yes, roaming works in Turkey. However, roaming charges are often extremely high for non-EU users. EU citizens on EU plans may have limited free roaming in Turkey. For any stay beyond 2–3 weeks, a local Turkish SIM is significantly cheaper.

Can I get a postpaid plan as a foreigner without a residence permit?

Some operators will issue a postpaid SIM with just a tax number (vergi numarası). Others ask for a residence permit (ikamet) as well. Turkcell is generally the most flexible for foreigners with a tax number only.

Are Turkish SIMs available at the airport?

Yes — Turkcell and Vodafone TR have kiosks in Istanbul, Antalya, Izmir, and Ankara airports. Airport SIMs are slightly more expensive but convenient. You can buy, activate, and top up immediately on arrival.

Can I keep my Turkish number when I leave Turkey?

Prepaid numbers deactivate after a period of inactivity (typically 90–180 days without a top-up). Postpaid contracts continue to bill unless formally cancelled. If you leave Turkey long-term, cancel your postpaid contract and keep a small prepaid top-up active if you want to retain the number.
